Dallas Budget Shortfall Shuts City Hall, Libraries For Final Furlough Day

Dallas closed City Hall, public libraries and several other facilities Monday for its third and final scheduled citywide furlough day of the fiscal year, according to the city’s closure notice.

Emergency services, garbage collection, water operations and city airports continue operating.

As previously reported by The Dallas Express, the city scheduled unpaid furlough days for July 10, September 4 and September 28 to address a financial shortfall.

The city’s June 30 announcement required covered non-uniformed General Fund employees to take three unpaid days without substituting vacation, sick leave or compensatory time. Certain executives also had to take two additional unpaid days.

Facilities closed Monday

Closures include the Dallas Water Utilities customer service lobby at City Hall, Code Compliance offices, Office of Arts and Culture administrative offices, and Park and Recreation administrative offices, recreation centers, aquatic facilities and golf courses.

Dallas Public Library has closed all locations, although digital resources and catalogs remain available online. The West Dallas Multipurpose Center, Martin Luther King Jr. Community Center and Vital Statistics location inside Dallas Central Library also have closed.

Foremost Family Health Clinic and ChildCareGroup on the MLK campus remain open. The State Fair of Texas at Fair Park follows its regular Monday hours of 10 a.m. to 9 p.m.

Essential services continue

Dallas Police, Dallas Fire-Rescue and emergency medical services maintain around-the-clock emergency operations while their administrative offices close.

Garbage, recycling, and brush and bulky-item collections follow their normal schedules. McCommas Bluff Landfill and city transfer stations maintain regular disposal hours.

Dallas Love Field, Dallas Executive Airport, Dallas Animal Services, WIC clinics, Municipal Court and Detention Services also maintain normal operations. Court employees observe furloughs on alternate dates.

The 3-1-1 help line remains available around the clock. Dallas Water Utilities customer service accepts calls at 214-651-1441 from 8 a.m. to 5 p.m., while water, wastewater and stormwater operations continue without interruption.

Planning and online services remain available

The Oak Cliff Municipal Center at 320 E. Jefferson and Planning and Development district offices remain open during normal hours. The department’s City Hall offices have closed, but its zoning team remains available by phone and virtual meetings, according to the department’s notice.

Online portals remain available for water bill payments, permit submissions and non-emergency 3-1-1 requests. City Hall resumes normal operating hours Tuesday, September 29.
